The way things were at the end of BvS leaves us with the perfect introduction to both of them (and as long as Barry and Iris exist -and she'll be in the Flash movie- there'll always be a way to bring us Bart).
The events of a Lonely Place of Dying happened about a year before BvS, Dick took it upon himself to train Tim when Bruce refused to get a new Robin, having understood what Tim meant by "Batman needs a Robin". Dick couldn't get to Tim's parents in time so they both died and started taking care of him in NY. After BvS Bruce finally understand what Tim meant and accepts to actually train Tim and brings him home with him. The next 6 months are spent furthering Tim's detective skills and his physical ones (then the events of Robin I, II and III happen).
Meanwhile after Clark's death, Cadmus labs started trying to clone him. 4 months later Kon breaks out with the help of the other clone kids. He meets Tana (luckily this time she doesn't give in to a baby), while he does meet Roxy Leech and her father and stays for a while in Hawai, he moves in with the Kents (whom he met through Lois who was a big presence in his life) as soon as Roxy leaves to help her father.
Being the only kid heroes they team up often enough and then Bart arrives and they found Young Justice a year after BvS (due to the different circumstances they already know each other's secret identities, so things like Our World At War don't have to happen, even if it's a part of their relationships I love). Can be just the three of them, can have all the others Young Justice character or even the Teen Titans.
for those who have read those, imagine a characterization between their Young Justice (comics) selves and their Teen Titans selves. Please no "hacker" or "mini Bruce" Tim (also please remember 90% of Tim's mental issues come from before becoming Robin, through years of Neglect), please do write Kon as his "down to earth/matter of fact" self.
A get together between those two best friends, so my preference would be for a very slow burn
